Centralize Version String

I'd like to centralize all version references to one location so that the versions will not have to updated manually. During the build process, the centralized version string in build tools/version.txt will be copied over to all other version references (the catalogue files, the description files, and certain .cos files).Also I'd like the last version number to be changed with each build, effectively making the whole version string a build number.

So in W.X.Y.Z

• Z will change with each build (most builds will not be released, but any that are will be an alpha test release).
• Y will change with each beta test release.
• X will change with each minor/bug-fix release.
• W will change with each major release.
