Tiny Tiny RSS role

New role.

Use Nginx/php-fpm/postgresql roles, like Nextcloud. The roles should be updated to allow multi-site configuration.

Docker is recommended instead in their documentation. But not really convinced by mixing Docker based and systemd bases setups.

I plan to deploy an immutable container oriented VM to run some server software like this one. Eventually also migrate Nextcloud on it.

So no planned addition to the roles to run it on Fedora.
