CRF 2019 Russian Federation #13

2019 CRF data for the Russian Federation is much lower than the 2018 data for several gases and sectors (especially IPC1B, fugitive emissions, but also other sectors).

This needs explanation or the data can not be used.

NIR is Russian only, so no explanation found so far

The explanation is changed emissions factors. For now we use the data as published.
