Cement production in Namibia started only 2011. https://twitter.com/robbie_andrew/status/1217795844080111616

CDIAC data for mineral industry is non-zero 2011. Unless a source for that is found and confirmed set data to zero before 2011.

As CDIAC is cement only and says data is estimated, there is no confirmed source and it should the timeseries should be set to zero before 2011.

Issue will be closed when this is implemented.

Namibia reports CO2 emissions in sector 2.A in BURs 2 and 3. This might be from other processes in mineral industry as 2.A is total mineral industry and not just cement.
