BUR data update for v2.3

cutoff date for new BURs: end of June 2021

First BUR

[x] Oman. Data provided in xlsx format for 1994, 2000, 2015 in sufficient categorical detail
[ ] Belize. Some data in first BUR (1994 - 2017). but would need gas downscaling

Second BUR

Third BUR

[x] India: in 1996 categories. Detailed data only for 2016. Included in detailed data by part interface
[x] Malaysia: in 2006 categories. Detailed time series for 1990 - 2016. xls would be great, but pdf format contains sufficient data.
[ ] Thailand: in 2006 categories. Detailed data only for 2016. Try to obtain xls file
[x] Viet Nam: in 2006 categories. Detailed data for 2010, 2014, 2016. Should be easy to read
[x] Argentina: in 2006 categories. Full time series on first subcat level. Detailed data for 2016
[ ] Armenia: 2017 only

Fourth BUR

[x] Brazil: obtain data or read from pdf. Included in detailed data by part interface (also read from pdf already)
[x] Chile: lot's of data in IPCC2006 format, but not very structured and maybe individual gas trends missing. Xls file available here
[x] Singapore: obtain data or read from pdf
[x] Namibia: in 2006 categories: detailed inventory 1990 - 2016
[ ] Andorra: in 2006 categories: detailed inventory

Further steps

[ ] create combined BUR dataset to gather data from countries reporting only for one year in each BUR
[x] integrate into PRIMAP-hist

** To check (new until March 2021, maybe also older BURs to be read as v2.2 BUR update was minimal)

first BUR: Afghanistan, Antigua and Barbuda, Cambodia, Cuba, Dominican Republic, Guinea Bissau, Honduras, Lao PDR, Maldives, Zambia
second BUR: Costa Rica
third BUR:
fourth BUR: Andorra, Namibia
