FAOSTAT data update for v2.3 #31

Update the FAOSTAT data. Release data is April 30 for all domains. Usually there is some delay for some domains. Still scheduled for inclusion in beta version.

[x] Update preprocessing
[x] integrate into PRIMAP-hist
