Fugitive CO2 from solid fuel mining #43

Several annex-I countries do not report CO2 emissions in 1.B.1 (fugitive emissions from solid fuel mining). Find out if they omit the emission or report them in other sectors.

According to the flags given in the CRF data that are now used to map data to 0 or NaN, the data is either included elsewhere or there are no emissions for most countries. In consequence 1.B.1 CO2 emissions are 0 for a lot of AnnexI countries in the upcoming PRIMAP-hist release.
