Palestine data completely missing #49

Palestine (PSE) is a party to the UNFCCC since 18 Dec 2015 and is reported separately in several of the source data sets used by PRIMAP-hist. Thus, Palestine should be added to PRIMAP-hist.

Relatedly, can you confirm the current status of PSE emissions in PRIMAP-hist? In a past PRIMAP-hist version when I looked into this, I remember concluding that it's added to Israel emissions, but would like to have this confirmed or corrected, please.

Palestine is currently included with Israel as is the case in Israel's UNFCCC submissions. I'll check with a recent submission if this has changed

Thanks for confirming. I still do think that PSE should be included separately in PRIMAP-hist, after all it's been a UNFCCC for more than six years now.

We do have a relatively detailed inventory for Palestine now (non-UNFCCC), but so far had no time to include the data.
