Time series tarting after 1750 #56

For some countries some timeseries start later than 1750, so long range historical data (CEDS etc.) are (partly) missing. This is the case for small countries, e.g. Andorra, Monaco (CO2, different sectors)

Mostly solved, but a few cases are still left
