The problem persists with CRF 2023. The reason for the discrepancy is that Sweden marks some of it's fugitive emissions from Oil as confidential. While the sum is still present the subsectors are not. For the conversion of CRF data to IPCC2006 categories the Oil and gas sectors have to be rearranged to integrate venting and flaring into the sectors and thus sectors sums are recomputed leading to a lower sum as subsector information is missing. A way around this is to downscale oil sector data to subsectors before the category conversion.
In the CRF data the sum of 1.B.1 and 1.B.2 is lower than the data for 1.B in recent years. As PRIMAP-hist uses 1.B.1 and 1.B.2 and not the aggregate data the result differs from UNFCCC data. Check thr CRF files for the reason of the discrepancy and fix if necessary.
