Update UNFCCC non-AnnexI data (final for v2.5) #67

Update data submitted by non-AnnexI countries to the UNFCCC from various sources that is collected in UNFCCC_non-AnnexI_data at cutoff date for PRIMAP-hist v2.5

[ ] Update data in UNFCCC_non-AnnexI_data [ ] Process data and include in PRIMAP-hist

Processing details will be handled in the UNFCCC_non-AnnexI_data repository. This issue is time consuming as it includes reading data from pdfs.
