ANT is a withdrawn area code, should be divided into its successors #77

As noted by Malte, ANT is a withdrawn area code, so we should probably stop using it in PRIMAP-hist.

As noted in the data description not all input data sources resolve the now independent member states of the Netherlands Antilles. I will revisit this for the next PRIMAP-hist update and check if there is sufficient data now.
