AnnexI country reported data for v2.6

With the switch of reporting tools due to the introduction of Biannial Transparency Reports and the new CRT format the reporting of AnnexI countries' emissions to the UNFCCC is delayed this year. We therefore need alternative sources for the data. Here is a collection of what we found so far.
