new downloads files overwritten #2

When one of the files listing the new downloads (e.g. 00_new_downloads_bur-\<date>.csv) already exists it is overwritten without warning. This happen e.g. when running a download script twice on the same day.

This should be fixed and a new filename should be chosen in this case.

That's why the new downloads file for BURs is empty for the initial commit of data.
