Add Tickrate Specification for Utilities

Is your feature request related to a problem? Please describe. In the current implementation, there is no way to specify the intended tick rate for a utility. This is particularly important for smoke grenades, as the tick rate can affect the trajectory and final position of the smoke.

Describe the solution you'd like Add a new field in the utility form that allows users to specify the tick rate for the utility. This would provide more accurate information about how the utility should be used in different game settings.

Describe alternatives you've considered An alternative could be to have a default tick rate applied to all utilities, but this may not accurately reflect the utility's performance in different game settings.

Additional context Adding the ability to specify the tick rate would improve the accuracy of utility usage and provide a more complete picture of how the utility performs under different game conditions. This feature could be important for teams that practice and play in servers with different tick rates.
