Add Ability to Upload Videos Directly When Creating Utilities #232

Current behaviour: Currently, users can only link to videos from external sources when creating utilities.

Desired behaviour: Add the capability for users to directly upload videos when creating utilities.

Motivation: Allowing users to directly upload videos when creating utilities would provide more flexibility and convenience, as users would not be reliant solely on external video hosting platforms.

Potential benefits: This feature would streamline the utility creation process and could potentially enhance the richness of utility demonstrations, as users would be able to directly upload bespoke video content.

Additional context: The implementation will need to consider storage and streaming considerations, as well as potential limitations on video size or format. It will also need to account for security and privacy concerns related to user-uploaded content.

It's a good idea. However, due to storage costs this would likely be a feature reserved for some sort of "paid tier" subcription of stratbook that we might add in the future. Also there would have to be some moderation tools, to prevent users from uploading non-game related (copyrighted?) material.
