Adds a new "seed mode" to the options, which allows player to
select how much (if any) of the game they want seeded. Prime
and Planet seeding should be unaffected by this change.
Star types, the locations of plot bearing worlds, and the
quasispace portals may all be shuffled.
Plot locations will seed based on "plot ropes" which force
min/max distance between plot elements.
Extended lore plotlines included. Algolites die in every
dimension.
Most homeworlds will push each other a minimum distance away.
Melnormes (aka super giant stars) scatter across the map well,
and will always be the Alpha (or only) star of their system.
Rainbow worlds all push a fair distance away and are all the
same color (because we can't make a cool pattern every time).
Portal map shuffler pushes portals a fair distance. Portals are
labeled based on their exit.
Portals are now tracked on the Homeworld Map as they are learned.
Debug key now unlocks known homeworlds along with portals.
War Era map and advanced autopilot compatible.
Fleet movements handled.
Dialog text will adjust to star name, color, and location;
requries updating your content packs. All dialogs and
lander/starbase now handle lua interpolation.
Still needs voice support; play without voices for now.
Still needs extensive testing of the planet generation code to
ensure plot elements can be generated on all stars.

consistent seeding, we will likely need to make adjustments before
finalizing all of the things that impact the seeding.
