ALL - Make sure all ROS messages are time stamped #167

We are preparing to do advanced development optimization using ros bags. It will be helpful to have all messages time stamped for graphing utilities, and time critical system analysis.

Most messages have a stamped variant if they are standard. Custom messages may need a header to be added on. The header also need to be filled out in the code. Do this in a new branch

Do we know which ones arent time stamped? If not how should we figure it out
