The CACE library needs to handle typed report set values in text form according to Section 4.2.1 of the ARI draft.
Tests must include positive verification of encoding and decoding specific values. This includes alternatives for ARI type RPTSET and alternatives for nonce, reference time, and the list of contained reports.
