About running yum httpd on user data; If I build an S3 VPC endpoint, the EC2 instances can access Amazon Linux repositories without a NAT gateways.

About configration ASP.NET runtime; However, without NAT gateways it will not be possible to download the ASP.NET runtime, I we will consider another plan.
