The problem addressed in the paper is not particularly new. The main strength of the paper is an elaborate set of experiments.

However, there is hardly any methodologically novel contribution made by the authors. The solution is approach is fairly straightforward employing well known techniques.

A comprehensive comparative study is required to establish the superiority of the proposed approach over existing methods.

English needs improvement.

The paper title seems a bit odd. What is so special about free software?
