Added rejectReason while rejecting a user
Created NewEmailService to simplify email logic, and refactored EmailTemplateService

Can we get rid of old email service and rename newEmailService to emailService? so it is consistent

Sure, let's do that in the following PR. Let's try to deploy this and make sure everything works.
