I honestly don't build apps for windows and know nothing about the process, and I dont have an ARM device that is supported (officially) by windows. You can try it if you like, but I know nothing of use
Ok, Ill try it.

Just got Windows 10 ARM working on my RPi4. Need to get visual studio then will try it
The only thing is... There is no opengl for WoR. Would need OpenGL ->DirectX layer, and that is software rendering. Or a driver could be written, but that would be machine-specific and very hard :)
There are some people working on drivers for WoR that you could ask? Im not sure though, I never got it to run due to my pi running out of the 16 gb of disk space.
https://discord.com/invite/jQCpfVK <- They have made the install process easy, and you can do it with <16gb disk. I got the link from https://www.tomshardware.com/how-to/install-windows-10-raspberry-pi
Haha, yeah. I am in that server. They just got ethernet and 8gb ram done i think!
I am going to close this issue for now. Windows on Raspberry does not currently have native GPU support which is necessary for OpenGL. Feel free to reopen if you find a solution.
Summary of the issue or suggestion:
Add builds for windows on arm?
