Sources upgrade to 2020

This PR (branched from JKISM-2024) does the following:

• upgraded all files to LV2020
• .vipc target set to LV2020 64-bit
• .vipb build set to LV2020 64-bit
• "vendered" openg periodic trigger VI in order to get package build to work (VIPB complains about internalized dependencies -- this is a VIPM bug)
  • i.e. made a private copy for JKI SM
  • removed dependency on OpenG Time library
• added a .dragon dependencies file
• manually added VI Tester dependency (not sure why it wasn't auto-discovered by Dragon -- is this a Dragon bug?)

How is this working in LV24? there is not a .lvversion file or libraries to set the version
