New project: arch_reconf #665

This PR includes new files and modifications regarding a new project titled 'Exploring the Future of Computing: Evaluating and Enhancing Reconfigurable Architectures for HPC, AI, and Edge Computing', which replaces the FPGA project. I have marked the FPGA project as finished.
