Preview PRs #678

It would be nice to have both (1) the website built of a PR as an artifact of the Action and (2) an option to build the website locally to preview PRs. For (1) we need to tell the pipeline to dump the website as artifact, for (2) we need to update the readme and/or the wiki. Ideas, @maierj ?
