BUG: uniform wave in ssh propogating from boundary #58

The new 4.2.1 formulation has a bug where a uniform wave appears that eminates from the lateral boundary. I susspect this is an error introduced during the porting of the shift ssh code.

Bug does not appear with ssh shift on, but with bdy and sbc forcing off.

This has been resolved by pull request #59
