Add reference to new AnyRail script #509

This adds a pointer to the new AnyRail script (PR JMRI/JMRI#11966) to the AnyRail page.

The original script and info is from Cliff Anderson.

Thanks for the suggestion, but I think I'll pass on this one. The page is aimed at users trying to get AnyRail import to work and I don't want to add more complexity that I need to. It's already got quite a few "What does that mean?" passages.
