Remove cap program drop from adofiles #173

We should remove the cap program drop lines from programs since these are final versions.

After removing the cap program drop lines in https://github.com/JMSLab/xtevent/commit/acf19bb49542ba3bd07f3311ba121f79cf2bd15c I ran the test file and it ran without issues.

Note that the test file requires reghdfe 6.x, the github version, not the SSC version. @Constantino-Carreto-Romero, did we write this down anywhere? If we didn't, we should document this in the test file.
