Hydrant Status: default to last inspection #65

Current workflow for hydrants after identify and selecting the valve line and clicking on the right arrow is to display a new inspection record as shown below. insp1 insp2 Desired workflow: Change the workflow to display the most recent history record after clicking on the right arrow. the user has the option to edit or create a new inspection. The edit rules still apply in that the user can only update their inspections from the last 7 days that they created. Otherwise the edit should be grayed out.

Completed default to last inspection but message still show when enabling edit and toggle between tabs without making any changes. Will investigate further.

Default to last inspection is ready for test on dev.
