Add report bug subcommand. #26

A simple subcommand for reporting bugs against hubugs would be nice. It should, by default, include some useful information in the template, such as:

hubugs version, either from tarball or git
Versions of dependencies
Operating system
Perhaps other stuff that I can't think of right now
