dev-util/wingide-3.2.2 version bump. #164

It may be time to remove wingide, it isn't getting the testing it needs given its problems and there are considerably better tools for the job available.

This package is practically unmaintainable, and nobody is stepping up to help. The time it takes to maintain just isn't worth the effort, when tonnes of packageable alternatives exist.

It has now been added to package.mask, consider this your final chance to step up.
