Symptom: JO isn't spotting when PC's are lost, it has to be manually edited.

This could be unexpected behaviour, with multiple imports. Consider: your results may look different to others in the allegiance. Which report wins?

18.4 fixes this, or changes it significantly. reopen if a specific case is reported.
