Updated climate and terrain modifiers
Modifiers are held in csv files in resources folder e.g. 1650.terrainmodifiers.csv for all game types other than FA.
Modifiers are loaded from these defaults on game load if not included in the game save.
Modifiers can be updated through importing of a turn from the GameInfo/Modifiers section of the xml file
Modifiers are saved in the game save file so that FA games will use the modifiers from the most recent xml import even when a turn hasn't been imported.
NB.. For FA games, JO does not know about nations that haven't been imported through xml so for these the climate and terrain modifiers will be 100.
