Ship NavalBattle RC2 #219

Update NavalBattle to RC2. The following must be done:

Bump version and version code in Constants.java
Build and verify jar with debug mode disabled
Update RoketGamer metadata
Update release notes on website
Upload jar to host
Update update.xml in the repo with brief release notes and link to full website release notes

Note that not all of the above may be applicable if the step is not available yet (for earlier milestones)
