Create Base MAAP Workspace for CARDAMOM and Test RunScript

Overview

• There is a need to adapt CARDAMOM such that it can be used as the base container for the MAAP DPS. This allows us to avoid the download of dependencies for every run of CARDAMOM. It also allows us more flexibility for debugging and logging.

BLOCKED:

• Currently I am working with the MAAP team to resolve a dependency issue with the MAAP registration pipeline

The base image includes an aliveness test via CARDAMOM_COMPILE.sh. This allows us to confirm that the workspace is in working order before submitting jobs to the DPS. There may be a need to remove this repo once the image has been built so that it is supplied via the algorithm registration. TBD. @ddalton-jpl to continue to work with the MAAP dev team to resolve an issue where the *.a files are removed as part of the workspace creation process. Removing these files causes CARDAMOM_COMPILE.sh to fail because the libgcc files get removed.

Currently, the pipeline that builds that creates the MAAP workspaces for use in MAAP is not working. This is being resolved by the MAAP team but this may take some time
