By changing the default localizer used for HiRISE RDR images (commit df7faa9fcebb51c958af4c1cad1f80fc3cd74987); this introduced a bug during the metadata ingestion process where the default localizer will report the footprint of the map-projected RDR image, some of which falls outside of the actual observation footprint.
We should allow the configuration to specify which localizer parameters are used when constructing the observation footprint segmentation. This will allow us to specify the correct localizer (the "NOMAP" localizer) for the HiRISE RDR observations.
