your 1.6.x build (1.9.9) apparently packaged the wrong version. AVC says it's 1.9.8 even after grabbing the files direct from here. The telescope vessel item is usable, but the observatory fails to appear on tracking station lvl2 and the de-listing of celestial bodies doesn't show up as an option when creating a new career file.
