Chore: add husky for precommit hook

Added husky for a precommit hook.

• running automated lint when trying to commit
• running automated test when trying to commit
• only able to commit if both passed

@rudolfsonjunior the precommit hook for all commits is a bit annoying. You think it is a good idea to change it to prepush ?
