Write Chapter on why Antifragility is important for the public sector #38

Chapter 3 (extra on top of the theoretical background) is the chapter that puts antifragility in the context of the public sector based on the theoretical background.

Idea is to proof by notes, interviews that the governmental institutes are changing rapidly (digitalisation of the government) together with the knowledge of freedom per governmental agency (sustained in our laws) and verified with qualitative interviews. A lot of different changes that are increasing over time.

a question that we discucessed in front of the AMS building. AF is about optimizing the CAS Resilience behaviour. CAS resileince behaviour states that the change scope is the function and the construction. Chapter 3 should make clear which "sub-system" in the domain of the public sector should show this behaviour and therefor could support this freedom of change.
