This shouldn't be happening if the user has selected "allow".
On that note though, if the user's browser settings say to not allow tracking, the popup really shouldn't be displaying at all.
So this will require tweaking both the rules conditions that result in setting the default "DNT=1" and the rules that allow the popup to even display.
