This PR improves R plots by:

Extracting best, median, and worst metrics across all years/topics (fixes #63)
Creating plots per topic with all runs and median/best across all teams (refs #47)
Making scripts generic so that they work both with official results (2017/2018) or Java experiments
Improving overall code quality
