So I don't think its too hard, and I like your suggestion of how to do it. Although i'd probs make it a single formation with a 'optional slot' section for each role. Say 3 HQ slots, 6 core slots, 6 support slots etc... some arbitrary number of each role.
Could you let me know a bit more about why you want this feature?
A single formation with optional slots will works too.
I want this feature because I like to play open war games with the models I have just finished painting (I only play very non competitive games with my kids, small armies and unbalanced - they always get the stronger army :-D) and the constraints of formations are not really suitable for that play style.
Don't get me wrong, Formations of LI are fantastic! Having this extra possibility would just be a plus I'd like to see in the tool.
Thinking about the game mode name, I'd call it actually "Open War", inspired by the W40K 8th and 9th edition open war cards.

Hi, would it be hard to create a new "Game Mode" called "Custom" where you don't add formations but to the list but directly add detachments?
I guess that could be simplified by making custom formations for each role, so that in this game mode the official formations are replaced by generic formations with the roles (as page 128 of the rulebook), so a generic "HQ Formation" with only HQ slots, "Core Formation" with only Core slots and so on.
Would you consider that?
