Add swaybg for static wallpapers

Description

I've noticed some weird functionality with swww and static wallpapers, so I decided to add a way for people to choose between swaybg and swww. Some people (like myself) don't plan on having animated backgrounds, and swww doesn't seem ideal for static wallpapers.

I have tested my changes in a Debian Sid VM, and the install worked as expected.

pls note, dots are configured for swww. So I cant merge this..
