This PR does a lot of things

Switches from distutils to setuptools. distutils has been deprecated for a while.
Actually includes the rotating marker plugin into the package
Adds licenses for all included plugins
Only includes data that is needed for the plugin to work

Thanks for the contribution @JuanPotato I'll try to have a look in the next couple of days to approve the PR! As you might have seen, I'm not a power user of setuptools or similar libraries that's why I highly appreciate your contribution there! I'll check if everything works and will come back to you!
