Where did you place the Updater?
Where is your game's folder?
What is your system?
Did you try running the Updater as an admin?
Is that the whole error message?
Show me your config.xml file (%appdata%\eve Updater).
Basically, this error doesn't make much sense, unless you placed the Updater in
your tf folder or something.

1. I placed the updater in a folder on my desktop with the 2 .dll files that
came with the download.
2. My game's folder is D:\Steam\steamapps\common\team fortress 2\tf (I set the
custom location in the HUD updater)
3. My OS is Windows 7.
4. I tried running the updater as admin, but it still didn't work.

In options -> advanced, enable the "Don't use appdata" option.
Updater should point to your Team Fortress 2 folder, not the tf subfolder.
I would also like to see a screenshot of the error.

I tried changing the updater location to the Team Fortress 2 folder instead of
tf, still doesn't work
Still happens with the "Don't use appdata" option

Okay, I tried deleting all the files from the %appdata%/roaming/eve updater
folder (other than custom overrides), and it fixed the problem.
