Quality check: lists in UTF-8 #125

The files should be encoded in UTF-8. In https://github.com/JabRef/abbrv.jabref.org/blob/main/.github/workflows/checks.yml, there should be a job added checking for non-UTF-8 encodings. A start for the implementation can be https://stackoverflow.com/a/66463217/873282.
