Rework progression in Heavy Containment Zone

• Shaft Room Key Card is now a Level 2
• SCP-049's doors are closed now and cannot be opened until power is turned on.
• Closed one of the doors in SCP-049 pre-containment area forcing player to walk near the SCP-049-2 instances.
• SCP-895's Big Door Key Card clearance reduced to Level 2.
• SCP-008 Decontamination room requires a Level 4 Key Card to pass through.
