[x] add confirmation before doing anything
[x] allow links to gh repo directories (need to do some api fuckery for this)
[ ] add OB-linkto functionality (allows linking to different embeds)
[x] extend OB-color functionality to allow custom hex codes
[x] add OB-opts functionality
[ ] add database functionality for commands such as !policy
[ ] split table of contents evenly (#186)

some additional to-do as im working on this rn:

add proper confirmation embeds
add proper loading/finished embeds
add documentation somewhere on the info channel github repos
add better response for load errors
make table of contents less ugly
add the emoji thing to the JUMP_TO_START footer like the rules channel
