Auto-generate version number algorithm broken; leads to version numbers rolling backwards

It is currently:

• 4/30/2019 8:59 pm (EDT) (Tuesday)
• 5/1/2019 12:59 am (UTC) (Wednesday)

I perform a full build, and the auto-generated version number is:

1.1.7059.9937

This decodes as:

• 7059: number of days since Jan 1 2000 (7,059 days)
• 9937: number of seconds since midnight (00:00:00), divided by 2 (19,874 seconds)

If you add them:

• 1/1/2000 + 7059 days = Tuesday, April 30, 2019 (correct)
• midnight + 19874 seconds = 5:31:14 am (WRONG)

This leads to a strange situation where newer builds have a version number older than older builds; which wreaks havoc with (for example) auto-updating.
